Finland's licensing plan

From state monopoly to a regulated multi-licence market

Finland is partially ending Veikkaus Oy's online gambling monopoly and replacing it with a licensing regime under the new Gambling Act. B2C licence applications opened on 1 March 2026, the market opens to licensed operators on 1 July 2027, and supplier licensing becomes mandatory on 1 July 2028.
